Fulton County Elections director Barry Garner says the board certified the election results Saturday afternoon. Even though the certification was official, Reed's challenger in the runoff election, Mary Norwood, has said she will formally ask on Monday for a recount of the ballots ... Franklin will join the historically black women's college in January under its William and Camille Cosby Endowed Professorship Program, dedicated to the fine arts, humanities and social sciences.
